Attorney Hud Collins is mounting a long-shot bid to be the next mayor
of San Diego, but his biggest contribution to the coming election
season may be a lawsuit he filed that, if successful, could prevent a
proposed pension initiative from going before city voters.
Collins sued the city last month to prevent the City Council from
putting the “Comprehensive Pension Reform” initiative — which would
replace guaranteed pensions with 401(k)-style plans for most new city
hires — on the June ballot. He is arguing the initiative isn’t an
amendment to the city charter, as supporters have described it, but
rather a sweeping charter revision.
