This afternoon a Superior Court judge tentatively ruled on behalf of Secretary of State Debra Bowen rejecting the lawsuit brought by the County of San Diego. The county brought suit against the Secretary of State, claiming that the office didn't have the authority to require a 10% hand count of ballot in elections were the winner wins by 1/2 percent or less. The judge in expected to announce the final ruling early next week.[
